The boy is holding, and distributing, a sample ballot produce by a political party that already has all of that parties candidates filled in. The boy hands a voter the ballot. The voter goes into the poll to vote and if they are unsure who to vote for they follow the sample ballot. The practice is not entirely legal but commonplace.
